how do japanese people dye their hair shades of brown and lighter?

do they dye it with dye, or do they use bleach? because working with black hair is very hard. and bleach can make it go ginger. and i wasnt sure whether brown dye would work over the top of black.

Either color or a bleach.
It depends on the volume of developer and the color line.
But black hair will always lighten to an orange state.. in that case a toner or an ash color needs to be used.
But if you have previous color on your hair, the only thing that will lighten it will be a bleach.
